Born in Baltimore, Maryland, September 29, 1942.  Attended Baltimore City public schools; Wharton School of Finance, University of Pennsylvania, B.S., 1964; University of Maryland School of Law, LL.B., 1968.  Admitted to the Maryland Bar, 1969.

General Assembly:
House of Delegates, Baltimore City, 1969-82.

Private Career and Other Public Service:
International Business Exchange Program, Denmark, 1964, Sweden, 1965.  Associate professor of law; U.S. Air Force - Europe.  Chair, Legislative Study Group.  Chair, Nuclear Energy Subcommittee, vice-chair, Energy Committee, National Conference of State Legislatures.  Director, Office of Cemetery Oversight, Maryland Department of Labor, Licensing, & Regulation, 1999-.  Member, advisory council, Americans For Energy Independence; National Energy Advisory Committee; Maryland Advisory Council on Drug Abuse.  Member, board of directors, Metropolitan Baltimore Mental Health Association; American Cancer Society of Baltimore; Levindale Hebrew Hospital and Geriatric Center.
