Born in Weirton, West Virginia, June 29, 1943.  Attended West Virginia public schools; Washington and Jefferson College, B.A., 1965; University of Baltimore, LL.B., 1969; Morgan State College; The George Washington University.  Married.

General Assembly:
House of Delegates, Legislative District 30B (D), Anne Arundel County, 1975-78.

Private Career and Other Public Service:
Executive director, Anne Arundel County Housing Authority, 1979-86.  Member, Annapolis Democratic City Central Committee; Annapolis Waterfront Association; Common Cause; Agenda for a Responsible Annapolis; Chesapeake Environmental Protection Association.  Creator of non-profit public transportation system in southern Anne Arundel County.
