Biography:

Born in Raritan, New Jersey, January 6, 1929.  Attended Seton Hall University, B.S., 1953; Catholic University of America, M.A., 1956; Ph.D., 1963. Married; six children. Died January 17, 2015, in Annapolis, Maryland.

General Assembly:
House of Delegates, Legislative Districts 2, 22, & 23 (D), Prince George's County, 1971-86.  Chair, Appropriations Subcommittee on Health and Education, 1973-75.  Chair, Appropriations Subcommittee on Government Operations, 1975-77.  Chair, Appropriations Subcommittee on Health and the Environment, 1977-80.  Represented National Conference of State Legislatures on Board of Directors, National Center for Higher Education Management Systems, 1977-83.  Joint Budget and Audit Committee, 1979-86.  Chair, Joint Oversight Committee on Deinstitutionalization, 1980-82.  Member, Constitutional and Administrative Law Committee, 1983-86.

Private Career and Other Public Service:
Higher education consultant.  Adjunct professor of political science; Coordinator, Legislative Internship Program, Anne Arundel Community College.  Legislative Liaison, Prince George's County Municipal Association.  Member, board of trustees, Prince George's Community College, 1969-71; vice-chair, 1969-70.  Member, Governor's Study Commission on the Structure and Governance of Education, 1973-75.  Member, Legislative Advisory Council, Southern Regional Education Board, 1975-86; chair, 1982-83.  Named one of Outstanding Young Men of America, 1965; Outstanding Educators of America, 1974.
