Biography:

Born in Baltimore, Maryland, June 5, 1927.  Attended Baltimore public schools; Baltimore Polytechnic Institute, 1945; University of Baltimore, 1948; University of Baltimore School of Law, 1951. Admitted to the Maryland Bar, 1951. Married to Carol May Rupprecht; one son. Died October 10, 2010, in Ellicott City, Maryland.

General Assembly:
House of Delegates, Legislative District 5 (D), Baltimore City, 1951-54.

Private Career and Other Public Service:
Attorney.  Served in U.S. Navy, 1945-46.  Police magistrate, Baltimore City, 1948-49. Law clerk, Baltimore City Solicitor's office, 1948-51. Assitant State's Attorney, Baltimore City, 1954-58. Member of the Junior Bar of Baltimore City; Howard County Bar Association; Maryland Criminal Defense Attorneys Association; Masons; Shriners; Royal Order of the Jesters.
