Biography:

Born in Dickerson, Maryland, August 27, 1917.  Attended Columbus Law School of Catholic University of America, LL.B., 1937.  Admitted to the Maryland Bar, U.S. District Court, District of Maryland, 1939; U.S. Supreme Court, 1977; U.S. Court of Appeals, 4th Circuit, 1978.  Married.

General Assembly:
House of Delegates (D), Frederick County, 1943-46.

Private Career and Other Public Service:
Attorney, Offutt, Horman, Burdette & Frey, P.A. in areas of estate planning, probate, trusts, and real estate.  Compiled and supervised the codification of "The Code of the City of Frederick, Maryland, 1953."  Attorney to Board of Election Supervisors of Frederick County, 1947-51; 1959-67; 1969-71. City attorney of Frederick, 1952-54.  Member, Frederick City Planning and Zoning Commission, 1960-65.  Fellow, American College of Probate Counsel.  Member, Frederick County (secretary, 1951-53; vice-president, 1955; president, 1956-57), Maryland State (vice-president, 1959-60; chair, Estate and Trust Law Section Council, 1971-72), and American (state chair, Junior Bar Conference, 1946) Bar Associations; Maryland Trial Lawyers Association; St. Thomas More Society.
