Biography:

Born Howard Jay Needle, in Baltimore, Maryland, May 2, 1935. Son of Sidney A. and Mollie (Engelman) Needle. Attended Baltimore City public schools: Forest Park High School, 1952; Grinnell College, A.B., 1956; American University; Columbia University Law School; University of Maryland School of Law, J.D., 1960.  Admitted to the Maryland Bar, 1960.  Married to Susan Willen; three sons. Died January 29, 2024, in Towson, Maryland. Buried, United Hebrew Cemetery, Arbutus, Maryland.

General Assembly:
House of Delegates, Legislative Districts 2 & 12 (D), Baltimore County, 1971-78.

Private Career and Other Public Service:
Attorney.  Delegate to 1967 Constitutional Convention of Maryland.  Member, Governor's Commission to Revise the Condemnation Laws; Governor's Task Force to Study Campaign Financing; Steering Committee of Human Relations Council of Northwest Baltimore County; Mass Transit Administration Citizen Advisory Committee, 1985-90; Baltimore City, Maryland State and American Bar Associations.  President, Nu Beta Epsilon national law fraternity.  Director, Pikesville Chamber of Commerce; Baltimore Junior Association of Commerce; Baltimore County Citizen Advisors on Planning and Development.  Chair, Legislative Study Group.
