Biography:

Born in Chestertown, Maryland, April 16, 1936.  Attended Kent County public schools; Goldey Beacom College.  Married; three children. Died June 13, 2019.

General Assembly:
House of Delegates, Caroline, Cecil, Kent, Queen Anne's, and Talbot Counties, 1971-92.  Chair,  Kent County Delegation; Eastern Shore Delegation, 1974-83.  Member, Joint Budget and Audit Committee; Rules and Executive Nominations Committee; Appropriations Committee, 1983-87; Subcommittees on Education and Human Resources, and Health and the Environment.  Vice-Chair, Spending Affordability Committee.  Co-Chair, Legislative Policy Committee.  Speaker of the House of Delegates, 1987-92.

Private Career and Other Public Service:
Served in U.S. Army.  County Commissioner of Kent County, 1966-70.  Member, Task Force on Flexibility for Higher Education, Governor's Comprehensive Health Committee; Commission on Compensation and Personnel Policy.  Member, Southern Legislative Conference of State Governments; Chair, Health and Environmental Subcommittee.  Member, Program Open Space Allocation Committee; Delmarva Advisory Council; Special Joint Committee to Study Driver Education Program; Vocational and Technical Education Committee; Capital Projects Subcommittee; Joint Subcommittee on Pensions; Redistricting Advisory Committee.  Chair, Save Our Skipjacks Task Force, Maryland Commission for Celebration 2000.  Board of Directors, Second National Bank of Maryland.  Member, Board of Visitors and Governors of Washington College, Chestertown.
