Biography:

Born in Frederick, Maryland, March 22, 1926. Son of Dr. J. Bernard and Edna (Davis) McClellan  Attended Massanutten Military Academy, Woodstock, Virginia; Georgetown University; University of Maryland; University of Georgia, D.V.M., 1955.  Married to Betty Jane Marendt, six children. Died November 26, 2016, in Adamstown, Maryland.

General Assembly:
House of Delegates, Legislative District 3B (D), Frederick County, 1979-94.  Vice-chair, Appropriations Committee; member, Health and the Environment Subcommittee.  Member, Special Joint Committee on Pensions; Joint Expenditure Study Group on Health, Housing, Economic Development, and the Environment; Joint Committee on Administrative, Executive and Legislative Review.  Chair, Frederick County and Western Maryland Delegations.

Private Career and Other Public Service:
Served in U.S. Army, 1944-46; ETO with three battle stars, Army Occupation Medal.  Veterinarian.  Member, Mosquito Control Committee, 1982-83; Chesapeake Bay Commission, 1983-90, chair, 1989-90; Joint Executive Legislative Task Force on Rabies, 1985; Atlantic States Marine Fisheries Commission, 1990.  Chair, Commission on Education in Agriculture, 1986-87; Board of License Commissioners, Liquor Licensing, 1996.  Board of Aldermen, Frederick City.  Founder and Director, Francis Scott Key Bank and Trust Company.  President, Maryland Veterinary Medical Association; Great Frederick Fair.  Member, Elks; Moose; American Legion; Independent Hose Co.; Catoctin Club; Cotillion Club; Farm Bureau; VFW; Jeffersonian Democratic Club; Lions Club; AMVETS; Chamber of Commerce; Camp Kanawha; Frederick County Agricultural Society.
