Born in La Rochelle, France, June 12, 1956.  Attended Archbishop Carroll High School, Washington, D.C.; Georgetown University; University of Baltimore School of Law, law review.  Admitted to the Maryland Bar, 1986.  Married to Sheila; two daughters: Madeline and Bernadette.

General Assembly:
House of Delegates, District 12A (D), Prince George's County, 1979-94.  Member, Appropriations Committee; chair, Capital Budget Subcommittee; chair, Education and Transportation Subcommittee; Joint Budget and Audit Committee; Special Joint Committee on Pensions.
