Biography:
Born in Baltimore, Maryland, November 25, 1927.  Attended Ascension Parochial School, Loyola High School; graduated from St. Charles College, Catonsville; attended St. Mary's Seminary, Roland Park.  Married Margaret June Daniels.  Children:  James E, Jr., Patrick S., Peggy Ann, Daniel S. (d. 1986).  Resided in Arbutus, Baltimore County, Maryland.  Died at his home on September 30, 2002.

General Assembly:
House of Delegates, Baltimore County, 1967-79.  Chair, Subcommittee on Motor Vehicle Laws.  Chair, Baltimore County Delegation, 1975, 1979.

Private Career and Other Public Service:
Employed at Western Maryland Railway as a track supervisor and personnel manager, c. 1935-c. 1967.  Served in U.S. Army, 1950-52.  Delegate, State Democratic Convention, 1964.  Member, Regional Planning Council representing the House of Delegates.  Lobbyist for Baltimore Mayor William Donald Schaefer and Baltimore County Executive Donald P. Hutchinson.  Baltimore County sheriff, 1985-90.  Deputy assistant to the administrator, Maryland Department of Transportation.  Member, Governor's Commission on Driver Education; Governor's Commission on Fire Service; Governor's Advisory Board for Justice Assistance.  Vice-chair, Emergency Services Development, Inc.  Member, Consolidated, English Consul, Ridgeway and Woodlawn Democratic Clubs; American Legion; Arbutus Little League-Coach and Umpire; Optimist Club of Arbutus; Catonsville Elks; Knights of Columbus; Old Timers' Baseball Association; Arbutus Community Association.  President and captain, Arbutus Volunteer Fire Department.  Member, Advisory Council of the Southwestern Community Mental Health.
