Biography:

Born in Washington, D.C., May 2, 1938.  Attended Montgomery County public schools; Wesleyan University, B.A., 1959; George Washington University School of Law, J.D., 1963.  Admitted to the Maryland Bar, 1963; U.S. Supreme Court, 1969; District of Columbia, 1970.  Married.

General Assembly:
House of Delegates, Montgomery County, 1970.  Appointed to replace John A. Whitney, resigned.

Private Career and Other Public Service:
Law clerk to Judge Edward A. Tamm, U.S. District Court for the District of Columbia, 1961-62; Judge Walter H. Moorman, 6th Judicial Circuit of Maryland, 1962-63.  Vice-president, Bethesda Junior Chamber of Commerce, 1963.  State safety chair, 1963; governmental affairs chair, 1964, Maryland Junior Chamber of Commerce.  General counsel, The Maryland National Capital Park and Planning Commission, 1965-70.  Chair, Park and Recreation Committee, National Institute of Municipal Law Officers, 1967-69.  Delegate, Republican State Convention, 1966.  Chair, Montgomery County Redistricting Commission, 1969.  Law practice in Bethesda at Lerch, Early & Brewer, Chartered, in the areas of  land use law, real estate, and commercial law.  Member, Montgomery County Bar Association, President, 1989-90; Maryland State Bar Association; secretary, section council, real property, planning and zoning section, 1988-89; vice-chair, Planning and Zoning, 1990-91; American Bar Association, section on real property, probate and trust law; Lawyer-Pilots Bar Association; Urban Land Institute; American College of Real Estate Lawyers; Psi Upsilon fraternity.
