Born in Baltimore, Maryland, October 26, 1943.  Attended Baltimore City public and private schools; Baltimore Community College; University of Baltimore, B.S., 1966; Virginia Maryland Bankers School, 1976.

House of Delegates, Baltimore City, 1967-94.  Member, Ways and Means Committee, 1975-91; Joint Budget and Audit Committee, 1987-93.  Assistant majority leader, 1991-93.  Member, Joint Committee on the Management of Public Funds, 1991-93; Appropriations Committee, 1992-93; Human Resources and Public Safety Subcommittee.  Member, Commerce and Government Matters Committee, 1994.
