Born in Baltimore, Maryland, October 26, 1943.  Attended Baltimore City public and private schools; Baltimore Community College; University of Baltimore, B.S., 1966; Virginia Maryland Bankers School, 1976.

General Assembly:
House of Delegates, Baltimore City, 1967-94.  Member, Ways and Means Committee, 1975-91; Joint Budget and Audit Committee, 1987-93.  Assistant majority leader, 1991-93.  Member, Joint Committee on the Management of Public Funds, 1991-93; Appropriations Committee, 1992-93; Human Resources and Public Safety Subcommittee.  Member, Commerce and Government Matters Committee, 1994.

Private Career and Other Public Service:
Employed, Equitable Bank, NA, 1970-90.  Member, Maryland Commission on the Functions of Government, 1972-74; Special Committee to Study Child Labor Laws, Regional Planning Council, 1983-87.  Director, Consumer Credit Counseling Service of Maryland, Inc.  Secretary, Equitable Bank Foundation, Inc., 1974-84.  Director and president, York Road Planning Committee, Inc., 1982-88.  Director, Society for the Preservation of Maryland Antiquities, 1987-92.  Commissioner of Financial Regulation.  Chair, Collection Agency Licensing Board.  Member, Council on Management & Productivity, Maryland Department of Budget and Management.  Director, Historic Charles Street Association.  Member, Anne Arundel Economic Development Corp. Finance Committee.  McCormick Unsung Hero Award and YMCA Youth Award, 1972.  Legislator of the Year, Greater Baltimore Board of Realtors, 1987, 1992.  Legislator of the Year, Maryland Nurses Association, 1989.
