Biography:

Born in Baltimore, Maryland, February 15, 1943.  Attended Carroll County public schools; Frederick Community College, A.A.; Western Maryland College, A.B.; University of Maryland School of Law, J.D.  Admitted to the Maryland Bar, 1970, and Federal Bar, 1971.  Married; two children.

General Assembly:
House of Delegates, Carroll County, 1975-86.  Member, Judiciary Committee.  Chair, Carroll County Delegation.

Private Career and Other Public Service:
State's attorney for Carroll County, 1971-75.  Member, Carroll County and Maryland State Bar Associations.  President, Carroll County Bar Association, 1981-82.  Member, Smithsonian Society; New Windsor Volunteer Fire Company; Phi Alpha Delta Law Fraternity; Pi Gamma Mu National Social Science Honor Society.  Life member, Carroll County Historical Society.  Member, Ascension Episcopal Church.
