Born in Baltimore, Maryland, December 16, 1939.  Attended Loyola College, B.S., 1969; Morgan State University, graduate studies, U.S. History.  Married; two children.

General Assembly:
House of Delegates, Baltimore City, 1988-90.  Member, Economic Matters Committee.

Private Career and Other Public Service:
Commercial representative, Chesapeake and Potomac Telephone Company of Maryland.  Member, Baltimore City Council, 1976-87; vice-president, 1986-87; chairman, Land Use Committee, 1986-87; chair, Urban Affairs Committee, 1982-86.  Member, Baltimore City Planning Commission, 1979-82.  Member, State Trade Policy Council.  Member, Market Appeals Board.  Member, Board of Directors, Baltimore Museum of Industry; Optometric Center of Maryland; Chateau Condominium Association.  Member, Board of Governors, Highland Clipper Club.  Member, Highland Exchange Club; St. Gerard Y.M.A.; Knights of Columbus.
