Born in Baltimore, Maryland, February 29, 1936.  Attended Baltimore public schools.  Married to Dolores C. Klamer; four children.  Died April 3, 2003, in Maryland.

House of Delegates, Baltimore City, 1967-74.

Private and Career and Other Public Service:
Sheriff, Baltimore City, 1974-86.  President, Maryland State Sheriffs' Association.  President, Sixth District Hilltop Democratic Club.  Member, Stonewall Democratic Club; Maryland Law Enforcement Association.
