Born July 14, 1907, in Baltimore, Maryland. Attended City College; the Army and Navy Prep School; University of Maryland School of Law, 1929. Married, Dora Green (d. 1972); Sylvia Jacobson (d. 1998). Two sons: Benjamin L. Cardin and Howard L. Cardin. Jewish. Died July 12, 2005, in Baltimore, Maryland. 

General Assembly:
House of Delegates, Baltimore City, 1935-37.

Private Career and Other Public Service:
Lawyer. Chair, Workmen's Compensation Commission. Justice of the peace, Baltimore City. Judge, Baltimore City Circuit Court, 8th Judicial Circuit, 1961-77. Member, Masons St. John's Lodge 34, Beth Tfiloh Congregation, Yedz Grotto, the Golden Eagle Square and Compass Club, and Scottish Rite.
