Born in Hagerstown, Maryland, February 15, 1926.  Western Maryland College, B.A., 1949; M.Ed., 1955; University of Stockholm, Sweden, diploma, 1950; Columbia University; George Washington University, Ed.D., 1972.  Married.

General Assembly:
House of Delegates, Washington County, 1983-94.  Member, Commerce and Government Matters Committee, 1994.  House Vice-chair, Joint Committee on Federal Relations.  Member, Advisory Commission on Federal State Local Relations; Constitutional and Administrative Law Committee, 1983-92; Environmental Matters Committee, 1992-93.  Chair, Washington County Delegation.

Private Career and Other Public Service:
Served in U.S. Navy, Southwest Pacific, 1944-46; Korean campaign 1951-52.  Retired school administrator.  Adjunct professor, George Washington University.  Member and president, Washington County elected Board of Education, 1978-82.  Education consultant, Nigeria, 1965-67.  President, Selective Service Board, 1975.  Trustee, Maryland Council on Economic Education.  Member, Tri-County Council for Western Maryland; Commission to Save the Lighthouse.   Member, Task Force on Alzheimer's Disease and Related Disorders; Coordinating Council on Alzheimer's Disease and Related Disorders; Health Systems Agency of Western Maryland; Council on Early Childhood Development; Washington County Association for Retarded Citizens; Citizens for Protection of Washington County; Washington County-Maryland Heritage Committee; BPOE # 378; VFW; American Legion; American Veterans; Moose.
