Biography:

Born July 20, 1834 in Prince George's County, Maryland.  Son of Charles H. and Rosalie Eugenia Calvert Carter.  Attended College of St. James, Washington County, Maryland, A.B., A.M.; Harvard University, Cambridge, Massachusetts, LL.B., 1855.  Married Mary B. Ridgely, April 20, 1858.  Twelve children.  Died June 13, 1912 in Baltimore City.

Delegate, Baltimore City, 1867 Constitutional Convention of Maryland; chair, Revision & Compilation Committee.  Member, first branch of the City Council of Baltimore 1869-70; chair, Committee of the Ways of Means, 1869-70.  Professor, University of Maryland Law School after September 1878.   Member, Protestant Episcopal Church.
