Born in Chester, Pennsylvania, on December 5, 1957.  Attended Wilde Lake High School, Columbia, Maryland; Princeton University, B.A. (English), 1979; National Law Center, George Washington University, J.D., 1982.  Admitted to the Maryland bar, 1982.

Associate Judge, Howard County Circuit Court, 5th Judicial Circuit, 1995-96. Member, Attorney Grievance Commission, 1991-95; Advisory Committee to U.S. District Court for District of Maryland, 1991-95. Deputy Attorney General, 1997 to January 2007. Member, State Board of Education, 2009-. Trustee, Client Protection Fund of the Bar of Maryland, 2012-.
