Biography:

Born in Harford County, Maryland, March 21, 1947.  Attended Bel Air parochial and public schools; Towson State College, B.S., biology, 1969.

General Assembly:
House of Delegates, Legislative District 6 (D), Harford County, 1975-82.  Member, Environmental Matters Committee; Joint Committee on Administrative, Executive and Legislative Review; Bi-State Committee on the Chesapeake Bay (chair, 1982). Chair, Joint Energy Committee; Harford County delegation, 1976, 1980-82.  Senate, Legislative District 34 (D), Harford County, 1983-90.  Member, Legislative Policy Committee; Rules Committee; Budget and Taxation Committee; Subcommittee on Education, Health and Human Resources, 1983-87.  Chair, Finance Committee, 1987-90.  Senate chair, Joint Committee on Administrative, Executive and Legislative Review, 1983-87.

Private Career and Other Public Service:
Member, National Order of Women Legislators; Southern Legislative Conference, 1977-; National Conference of State Legislatures, 1983-; Governor's Commission on Health Care Policy & Financing; Task Force to Ensure Utility Services.  Listed in Outstanding Young Women of America and Who's Who in American Politics.  Public service commissioner.
