Born in Harford County, Maryland, March 21, 1947. Attended Bel Air parochial and public schools; Towson State College, B.S., biology, 1969.

Member, Environmental Matters Committee; Joint Committee on Administrative, Executive and Legislative Review; Bi-State Committee on the Chesapeake Bay (chair, 1982). Chair, Joint Energy Committee; Harford County delegation, 1976, 1980-82. Senate, Legislative District 34 (D), Harford County, 1983-90.
