Biography:

Born in Jacksonville, Illinois, October 10, 1941.  Attended Fontbonne College, A.B., cum laude, 1963; Woodrow Wilson Fellow, 1963; School of Foreign Service, Georgetown University, M.S., with distinction, 1967; University of Maryland School of Law, J.D., cum laude, 1983.  Admitted to the Maryland Bar, 1983.  Married; three children.

House of Delegates, Legislative District 34 (D), Harford County, 1991-99.  Member, Judiciary Committee, 1991-97.  Chair, Gaming (Gambling) Law and Regulation Subcommittee.  Member, House Facilities Committee, 1993-99.  House vice-chair, Joint Committee on Administrative, Executive and Legislative Review, 1995-99.  Member, Appropriations Committee, 1997-99; Public Safety and Administration Subcommittee; Oversight Committee on Personnel; Oversight Committee on Program Open Space and Agricultural Land Preservation.  Chair, Harford County delegation.
