Born in Hagerstown, Maryland, June 17, 1959.  Attended North Hagerstown High School; Washington and Lee University, B.A., 1981; University of
Melbourne, international affairs, 1981; Washington and Lee University, J.D., 1985.  Admitted to the Maryland Bar, 1985.  Married.

General Assembly:
House of Delegates, Legislative District 3A (D), Washington County, 1987-99.  Member, Judiciary Committee, 1987-92; Tort and Insurance Reform Oversight Committee, 1988-90; Joint Committee on Legislative Ethics, 1991-92.  Majority leader, 1991-93.  Member, Rules and Executive Nominations Committee, 1991-93; Spending Affordability Committee, 1991-93; Legislative Policy Committee, 1991-93; Management Subcommittee; Appropriations Committee, 1993; Education and Transportation Subcommittee.  House co-chair, Joint Task Force on Maryland's Procurement Law, 1993-94.  Member, Commerce and Government Matters Committee, 1994-97; Chair, Procurement Subcommittee; Joint Committee on Federal Relations, 1994-99; Ways and Means Committee, 1997-99; Education Subcommittee.  House Chair, Joint Audit Committee, 1998-99.
