Born in Pittsfield, Massachusetts, July 23, 1952.  Attended Bethesda-Chevy Chase High School; Duke University, B.A., magna cum laude, 1974; University of Maryland School of Law, J.D, editor-in-chief, Maryland International Law Journal, 1977-78, Dean's Award, 1978.  Married; two children.
