Born in Baltimore, Maryland, August 11, 1957.  University of Pennsylvania; University of Maryland, B.S., accounting, B.A., economics, 1979; University of Maryland School of Law, J.D., cum laude, 1982; University of Baltimore, LL.M., tax, 1992.  Married; two children.

General Assembly:
House of Delegates, Legislative District 11 (D), Baltimore County, 1995-2002.  Member, Ways and Means Committee, 1995-2002; Tax and Revenue Subcommittee, 1995-96, 1999-2000; Finance Resources Subcommittee, 1997-98, 2000-2002; Joint Audit Committee (formerly Budget and Audit Committee), 1995-2002; Joint Task Force on Payment Schedule of Property Taxes, 1995.
