Biography:

Born in Washington, D.C., September 29, 1953.  Attended Montgomery County public schools; Springbrook High School, 1971; Duke University, B.A., cum laude, varsity letter; and political science honors, 1975; National Law Center, George Washington University, J.D., George Washington Award, Chair of Student Dean Search Committee, Editor-in-Chief of The Advocate, 1980.  Admitted to the bars of three jurisdictions, including Maryland, 1980.  Married; two children.

General Assembly:
House of Delegates, Legislative District 20 (D), Montgomery County, 1987-2003.  Member, Judiciary Committee, 1992-2003.  Chair, Civil Law and Procedure Subcommittee, 1994-2003.  Member, Constitutional and Administrative Law Committee, 1987-92.  Deputy Majority Whip, 1993-98.  Chair, County Affairs Committee, Montgomery County delegation. Chair, Intergovernmental Affairs Committee, Southern Legislative Conference, 2000.

Private Career and Other Public Service:
Member, Governor's Task Force on Administrative Hearing Officers, 1987-88.   President, Eastern Montgomery, Kensington, Wheaton Democratic Club, 1989-90.  Member, Advisory Council to the Motion Picture and Television Development Office, 1995; Commission on Juvenile Justice Jurisdiction, 1998-2001; State Commission on Criminal Sentencing Policy, 2001-; Montgomery County, Prince George's County, District of Columbia and American Bar Associations; Maryland Trial Lawyers Association; Plaintiffs' Trial Lawyers Association.
