Born in Ashtabula, Ohio, March 20, 1946.  Attended Ashtabula parochial schools; Dayton University, B.A., 1968; Georgetown University Law Center, J.D., 1975.  Married; five children.

General Assembly:
House of Delegates, Anne Arundel County, 1979-82.  Member, Ways and Means Committee.  Chair, House Advisory Board on Liability.

Private Career and Other Public Service:
Attorney.  County executive, Anne Arundel County, 1982-90.  Delegate, Democratic National Convention, 1988.  Secretary of transportation, 1991-94.  Member, Regional Planning Council, State of Maryland; Maryland Commission on the Capital City; Anne Arundel County Physical Fitness Commission; Governor's Commission on Growth in the Chesapeake Region, 1989-94.  Vice-chair, Democratic State Central Committee of Maryland.  Chair, Maryland Greenways Commission, 1990-94; Maryland Civil War Heritage Commission, 1992-96; BWI Airport Commission, 1996-; Maryland Port Commission; Maryland Transportation Authority.  Member, Maryland State and Anne Arundel County Bar Associations.  Member, Kiwanis Club.
