Born in Washington, D.C., February 26, 1950.  Attended Forest Park Senior High School, Baltimore, Maryland; Morgan State College, B.A., cum laude, 1971; University of Pennsylvania, M.C.P. (city planning), 1973; University of Maryland School of Law, J.D., 1979.  Admitted to the Maryland bar, 1979.

Associate Judge, District Court of Maryland, District 1, Baltimore City, since May 10, 1991. Member, Mental Health, Alcoholism and Addiction Committee, 1993-96, and Public Awareness Committee, 1996-2008 (chair, 2002-04), Maryland Judicial Conference. Member, Administrative Judges Committee, District Court of Maryland, 2001-02. District Planner, Planning Department, Baltimore City, 1973-75. Hearing officer (part-time), Baltimore City, 1980-81. Assistant State's Attorney, Howard County, 1980-81. Master in Chancery, Division for Juvenile Causes, Baltimore City Circuit Court, 1981-91.
