Born in Baltimore, Maryland, October 12, 1940. Attended Baltimore City public schools; Morgan State College, B.A., 1965; University of Baltimore School of Law, J.D., 1973. Admitted to Maryland Bar, 1974. Married to Patricia Dorsey; one son. Died, March 24, 2009, in Baltimore, Maryland.

Caseworker, 1965-70, then personnel officer, 1970-74, Department of Social Services, Baltimore City. Assistant State's Attorney, Baltimore City, 1974-75. Assistant Public Defender, Baltimore City, 1978-85. Associate Judge, District Court of Maryland, District 1, Baltimore City, 1985-87. Member, Commissioner Education Committee, 1985-87; Mental Health and Alcoholism Committee, 1986-87.   Associate Judge, Baltimore City Circuit Court, 8th Judicial Circuit, September 16, 1987 to November 12, 2002. Member, Juvenile and Family Law Committee, Conference of Circuit Judges, 1987. Board of Directors, Judicial Institute of Maryland, 1988-89. Member, Criminal Law and Procedure Committee, Maryland Judicial Conference, 1997-2000. Circuit representative, Conference of Circuit Judges, 1999-2002. Member, Circuit Court Libraries Study Committee, 2000-01.  Member, Maryland State and Baltimore City Bar Associations. President, Social Services Employees Union, 1968-71. Chair, St. Ann's Parish Council, 1978-81. Board of Directors, X-Cell, Inc., 1978-85. Child Care Mediation, 1988-89; Fort Smallwood Marine Institute, 1990.
