Born in Hagerstown, Maryland, September 4, 1938.  Attended public schools of Hagerstown and Alexandria, Virginia; University of Virginia, B.S., 1960; University of Virginia Law School, LL.B., 1963.  Married.

General Assembly:
House of Delegates, Washington County, 1966-71.  Chair, Committee on Rules and Executive Nominations, 1969-71.  Speaker pro tem, 1971.  Member, Judiciary Committee; Committee on Constitutional and Administrative Law.  Resigned, July 5, 1971.

Private Career and Other Public Service:
Served in U. S.
