Biography:

Born in Leonardtown, Maryland, April 10, 1934.  Attended St. Mary's Academy, Leonardtown; Mt. St. Mary's College, A.B., 1956; University of Baltimore Law School, LL.B., 1960.  Admitted to the Maryland Bar, 1960.  Married (1) Sylvia Weiss; four children (2) Bonnie Sue Brandt; one son.  Died January 1, 2014, in Hollywood, Maryland. 

General Assembly:
House of Delegates, St. Mary's County, 1962-79. Speaker of the House of Delegates, 1973-79. Member Legislative Policy Committee (formerly Legislative Council), 1962-79; Congressional Redistricting and Legislative Reapportionment Committee, 1964. Chair, Natural Resources Committee, 1967. Chair, Environmental Matters Committee, 1969. Chair, Ways and Means Committee, 1971-73. Chair, Chesapeake Bay and Tributaries Committee. Chair, Southern Legislative Conference, 1971-72.

Private Career and Other Public Service:
Chair, Southern Legislative Conference, 1971-72.  County administrative judge, St. Mary's County Circuit Court, 7th Judicial Circuit, 1986-2002.  Member, Maryland State and St. Mary's County Bar Associations. Board of Directors, Maryland Center for Civic Education. Advisory Board, Chesapeake Bay Field Lab.   President, St. Mary's County Bar Association. Member, Knights of Columbus; Elks; Rotary Club. Thomas Kennedy Award, Speaker's Society, 2007.
