SILVER SPRING -- L. Leonard Ruben dies at 81

L. Leonard Ruben, a retired Montgomery County judge and former state delegate, died after collapsing outside a county courthouse here yesterday, authorities said.

Ruben, 81, was stricken about 9 a.m., just before entering District Court, said Montgomery County Fire and Rescue spokesman Pete Piringer.

"A security guard saw him collapse, called 911 and came to his aid and initiated CPR," Piringer said.

Ruben was taken to a hospital, where he was pronounced dead.

A former Circuit Court and District Court judge, Ruben served one term in the House of Delegates in the 1970s.

His wife, Ida G. Ruben, served in the House after him, then was a state senator for two decades until her defeat in the Democratic primary last year.

"He devoted his life to the law," said Senate President Thomas V. Mike Miller, who announced Ruben's death to the Senate. Across the hall, delegates held a moment of silence in Ruben's honor.
