Adjutant General, February 1987 to January 15, 2003. Chief of Staff, Maryland Army National Guard, 1976-81. Assistant Adjutant General for Army, 1981-87. Member, Governor's Commission on Maryland Military Monuments, 1989-; Task Force on Youth Citizenship and Violence Prevention, 1995-96; World War II Memorial Commission, 1997-98; Executive Committee, Maryland Terrorism Forum, 1998-2003; Governor's Year-2000 Readiness Task Force, 1999-2000; Governor's Executive Council, 1999-2003; Cabinet Council on Criminal and Juvenile Justice, 1999-2003; Maryland Security Council, 2002-03. Chair, General Officer Steering Committee on National Guard Participation in International Affairs, National Guard Bureau (includes oversight of State Partnership for Peace Program).
