   3 attorneys honored by Md. lawyers group

   The Fellows of the Maryland Bar Foundation honored three Maryland attorneys for professional legal excellence: David W. Skeen, a partner with
   Wright, Constable & Skeen; George L. Russell Jr., a partner with Piper & Marbury; and Robert L. Ferguson Jr., a partner with Thiebolt, Ryan,
   Martin & Ferguson.

   The men received Special Outstanding Achievement Awards during a ceremony held at the State House in Annapolis in April.

   As president of the Bar Association of Baltimore in 1990, Mr. Skeen appointed a special committee, chaired by Mr. Russell, to investigate the
   city's drug crisis and the underfunding of the city's justice system. Many of the panel's recommendations have been implemented.

   The committee also examined the juvenile justice system in Baltimore and obtained a $ 1 million grant from the state's judiciary budget to
   improve the city's Juvenile Court.

   Upon the committee's recommendation, the Baltimore Coalition Against Drug Aduse was launched in 1992 with Mr. Ferguson and Mr. Skeen as
   co-chairmen. The coalition was involved in the creation of the treatment-based Drug Court in Baltimore.
