Born in Long Branch, New Jersey. University of Maryland Baltimore County, B.A. (political science), 1979; University of Maryland School of Law, J.D., 1982. Admitted to Maryland Bar, 1983.  Married Seaton Nicholas Haney; children Whitney Von, Ashley, Nichole.
