Born in Windsor, North Carolina, May 6, 1970.  Attended Bowie State University, B.S., political science, (President, Student Government Association, 1991-92), 1993; M.A., administrative management, 1995.

Member of House of Delegates, District 24, Prince George's County, January 13, 1999 to January 8, 2003, and January 28, 2013-January 14, 2015. Democrat. Member, Judiciary Committee, 2013-15 (juvenile law subcommittee, 2013-15). Member, Commerce and Government Matters Committee, 1999-2003 (motor vehicles subcommittee, 1999-2003). Former 2nd Vice-Chair, Prince George's County Delegation (member, bi-county committee). Member, Maryland Legislative Black Caucus, 1999-2003, 2013-15 (historian, 2000-03; chair, legislative committee, 2000; vice-chair, legislative review committee, 2001-03; member, civil rights committee, 2000-03, economic development committee, 2000-03, drug treatment committee, 2001-03, historically black colleges & universities committee, 2001-03).
