Biography:

Born in Troy, New York, March 7, 1942.  Attended Siena College, B.S., economics, 1963; University of Baltimore School of Law, J.D., 1970.  Admitted to the Maryland Bar, 1972.  Married; three children.

General Assembly:
House of Delegates, Legislative District 34 (R), Harford County, 1999-2005.  Chief Deputy Minority Whip, 2003-05. Member, Health and Government Operations Committee, 2003-05 (health facilities, equipment & products subcommittee, 2003-04; health insurance subcommittee, 2003-04; insurance subcommittee, 2004; long-term care subcommittee, 2003-05; minority health disparities subcommittee, 2005). Member, Environmental Matters Committee, 1999-2003 (environmental & natural resources subcommittee, 1999; agriculture, environment & natural resources subcommittee, 1999-2003; public utilities subcommittee, 1999-2003). Attorney.  Member, Harford County Board of Education, 1977-81, president, 1979-81.  Member, Aberdeen City Council, 1992-94.  Mayor, City of Aberdeen, 1994-98.  Member, board of directors, Ripken Museum, 1996-.  Member, Task Force on Quality of Care in Nursing Facilities, 1999; Bainbridge Development Advisory Board, 1999-2005; Oversight Committee on Quality of Care in Nursing Homes, 2000-05; Statewide Water Conservation Advisory Committee, 2000-05; Task Force on Upgrading Sewerage Systems, 2001-02; Task Force to Study the Economic Development of the Maryland Seafood and Aquaculture Industries, 2002-04 (aquaculture industry work group). Chair, Task Force to Study Moving Overhead Utility Lines Underground, 2003. Member, Harford County and Maryland State Bar Associations; Aberdeen Chamber of Commerce.  Outstanding Young Marylander finalist, Maryland Jaycees, 1979.  National Walmart Award for Outstanding Leadership as a Small City Mayor, 1997.
