Born in Berwyn Heights, Maryland, August 3, 1930. Attended McKinley High School, Washington, D.C.; University of Maryland, B.S., economics, 1952; George Washington University, LL.B., 1958, J.D., 1960.

Member, Judiciary Committee, 1967-73; Ways and Means Committee, 1973-75; Economic Matters Committee, 1987-90. Senate, Legislative District 19 (D), Montgomery County, 1975-79.
