Born in Baltimore, Maryland, September 9, 1944.  Attended Western Maryland College, B.A., 1966; University of Maryland Law School, J.D., 1969.

General Assembly:
Member, House of Delegates, Legislative District 30 (D), Anne Arundel County, 1978-83.  Senate, Legislative District 30 (D),  Anne Arundel County, 1983-94.  Member, Economic and Environmental Affairs Committee; Licensing & Regulation Subcommittee; Chair, Environment Subcommittee.  Member, Joint Committee on Chesapeake Bay Critical Areas; Joint Committee on Legislative Ethics; Tort and Insurance Reform Oversight Committee, 1988-93.

Private Career and Other Public Service:
Attorney.  Counsel to National Wildlife Federation, Washington, D.C., 1969-70.  Military judge, U.S. Navy Judge Advocate General's Corps, 1970-74.  Commander in U.S. Naval Reserve.  Vice-president, American Bird Conservancy, 1995-.  Vice-chair, State Commission on the Capital City.  Member, Chesapeake Bay Commission; Juvenile Justice Advisory Committee; Governor's Council on Child Abuse and Neglect; Maryland Environmental Trust; Governor's Advisory Council on Recycling.  Outstanding Young Annapolitan, 1976; Conservation Legislator of the Year, Maryland Wildlife Federation, 1981, and the Clean Water Action Project, 1985.  Legislator of the Year, Anne Arundel County Psychological Association, 1981, Solar Action of Maryland, 1982, District 3 of Maryland Nurses Association, 1983, Maryland Public Health Association, 1987, Audubon Naturalist Society, 1988.  Awarded Certificate of Merit by Common Cause, 1984.  Outstanding Conservationist, Sierra Club, 1985.  Man of the Year, Annapolitan Magazine, 1990.
