Biography:

Born in Williamsport, Pennsylvania, May 14, 1940.  Attended Williamsport public schools; Lock Haven State College, B.S., 1963; Loyola College, M.Ed., 1967; Morgan State University, M.S., 1970; University of Maryland, Ph.D., 1975.  Married to Patricia Mullen; three sons.  Died November 22, 2012, in Baltimore County, Maryland. 

General Assembly:
House of Delegates, Baltimore County, 1971-75.  Senate, District 11 (Baltimore County) 1975-82. Republican.

Private Career and Other Public Service:
Fulbright Fellow (India); educator. Member, Society of Senates Past.
