Born in Washington, D.C., May 14, 1931.  Married with three children and six grandchildren.

General Assembly:
Member of Maryland Senate (D), District 28, Charles & St. Mary's Counties, 1975-94. Chair and vice-chair, Finance Committee.  Member, Legislative Policy Committee; Joint Budget and Audit Committee; Spending Affordabilty Committee; Workers' Compensation Benefit and Insurance Oversight Committee.  Senate Chair, Joint Committee on Chesapeake Bay Critical Areas; Joint Committee on Administrative, Executive and Legislative Review; Joint Committee on Economic Development Strategy; Joint Subcommittee on Unemployment Insurance Taxation and Charging.  Member, Legislative Policy Committee.  Member, Chesapeake Bay Commission; Management of Public Funds.

Private Career and Other Public Service:
Served in the U.S. Marine Corps, 1951-54.  President of a distribution company.  Chair, Charles County Sanitary Commission, 1967-70.  President, Board of County Commissioners of Charles County, 1970-74.  President, Waldorf Lions Club.  Deputy district governor, Lions Club.  Honorary Member, Waldorf Jaycees.  Member, American Legion; Marine Corps League; Knights of Columbus; Elks; Izaak Walton League; Charles County Chamber of Commerce;  Tri-County Council for Southern Maryland, Manufacturing Advisory Committee, 1992-.  Director, ARC of Southern Maryland.  Selected Citizen of the Year by Waldorf Lions Club, 1974.  Director, Maryland Bank & Trust Company.  Member, Society of Senates Past.

Personal Comments and Observations:
"...A few of the most controversial issues during my tenure were the death penalty, increasing the sales tax from 4% to 5%, [the] Baltimore subway, [the] abortion issue and [as] always government regulation and the budget."
