Biography:

Born in St. Paul, Minnesota, December 14, 1939.  Son of Clarence M. Mitchell, Jr. and Juanita Jackson Mitchell. Attended Baltimore public schools; Gonzaga High School, Washington, D.C.; University of Maryland; Morgan State University; University of Baltimore Law School.  Father of Clarence M. Mitchell IV.  Died October 11, 2012, in Randallstown, Maryland.

General Assembly:
House of Delegates, Legislative District 4 (Baltimore City), 1963-67. Democrat.

Senate, Legislative Districts 10, 38 & 39 (Baltimore City), 1967-86.  Democrat. Deputy majority leader, 1975-78.  Majority whip, 1979.  Member, Judicial Proceedings Committee.  Co-chair, Joint Committee on Federal Relations.  Chair, Executive Nominations Committee.

Private Career and Other Public Service:
Mortgage banker, real estate broker, and consultant.  President, National Black Caucus of State Legislators, 1979-81.  Member, Young Democrats of Maryland; Baltimore Junior Chamber of Commerce; YMCA; NAACP; Kappa Alpha Psi; Urban League; Prince Hall Masons; Society of Senates Past.
