Born in Baltimore, Maryland, December 31, 1945.  Attended Baltimore County public schools; Frostburg State College, B.S., 1967; University of Maryland.

General Assembly:
House of Delegates, Baltimore County, 1969-74.  Senate, District 7, 1975-78.

Private Career and Other Public Service:
Professional fund raiser.  Director, Essex Improvement Association.  Delegate, 1967 Constitutional Convention of Maryland.  Democratic Club of Essex; Advisory Council Community Services Office, Essex Community College.  Baltimore County Executive, 1978-86.  Member, Board of Visitors, Towson State University, 1981-89.  Member, Chesapeake Bay Critical Area Commission, 1985-88; State Board of Education, 1991-92; BWI Airport Commission, 1994-96; Governor's Commission on Efficiency & Economy in State Government, 1994; Council on Jury Use & Management; Maryland Comprehensive Transit Plan Transit Advisory Panel.  Chair, Governor's Commission on School Funding, 1994.  Listed in Who's Who in American Politics; Outstanding Young Men of America.
