Born in New York, New York.  Attended Baltimore City and Baltimore County parochial and public schools; University of Maryland, B.S.; The Johns Hopkins University; University of Baltimore School of Law.

General Assembly:
House of Delegates, Prince George's County, 1971.  Senate, District 4C, 1971-74, District 27, 1975-82.

Private Career and Other Public Service:
Commissioner and chair, Washington Suburban Sanitary Commission, 1965-70.  Member, Prince George's Community Goals Committee; Prince George's County Charter Advisory Committee; White House News Photographers and White House Correspondents Associations; Veterans of Foreign Wars; Disabled American Veterans.
