Biography:

Born in Baltimore, Maryland, May 5, 1920.  Attended Hagerstown and Baltimore public schools; University of Maryland; Washington College, A.B., 1942; University of Maryland School of Law, LL.B., 1945.  Admitted to the Maryland State Bar, 1945.  Admitted to Supreme Court of United States, 1961.  Married to Laura Hogans; four children: Elroy, Jr., V. Brooke, Rebecca, and H. Stacey. Died February 21, 2008, in Chestertown, Maryland.

General Assembly:
House of Delegates, Kent County, 1959-70.  Chair, Prison Administration Committee, 1963-66; Eastern Shore Delegation, 1965-67; Committee on the Constitutional Convention, 1967; Interest and Usury Committee, 1968; Constitution and Administrative Law Committee, 1969-70.  Member of Senate, 1970-78.

Private Career and Other Public Service:
Attorney, Town of Rock Hall, 33 years; attorney, Town of Betterton, 27 years.  Delegate, 1967 Constitutional Convention of Maryland; chair, General Provisions Committee.  Private law practice, 1978-87.  Washington College Board of Visitors and Governors, 1978-84.  Member, Democratic State Central Committee of Maryland, 1983-86.  Judge, Second Judicial Circuit Court (Caroline, Cecil, Kent, Queen Anne's & Talbot Counties), 1987-90.  Governor's Executive Advisory Council, 1991-92.  Fellow, Maryland State Bar Association.  Member, American, Maryland State and Kent County Bar Associations.  Member, Chestertown Lions Club; Chester Lodge AF & AM; Eastern Star.  President, Kent County Chamber of Commerce. Member, Board of Trustees, Kent-Queen Anne's Rescue Squad; Magnolia Hall; the Kent and Queen Anne Hospital; and Washington College.
