   Maryland First Lady Frances Anne Glendening, wife of Gov. Parris N. Glendening, put on display last week 13 portraits of former state first ladies.
   The portraits were hung in the public rooms of the Governor's Mansion in Annapolis. Glendening said she had asked the Maryland State Archives
   to research the history of the 70 first ladies for a possible book.
