Biography:

Born July 22, 1914, in Wilmington, Delaware. Son of Floyd and Sarah (Estep) Lankford. Attended private schools in Baltimore, MD and Alexandria, VA; University of Virginia, B.S. (political science), 1937; University of Maryland School of Law, LL.B., 1940. Admitted to the Maryland bar, 1940. Married (1) Mary Elizabeth Allen (d. 8/15/1986), June 8, 1939; two children: Richard E. Lankford, Jr and Sallie Estep Lankford Griffin. Married (2) Edna Earl Perrie, 1990. Died September 22, 2003, in Easton, Maryland. Buried, St. James' Episcopal Church, Lothian, Maryland.

Lawyer and famer. Managed tobacco and cattle farms in Anne Arundel County. Lieutenant, U.S. Naval Reserve, 1942-1946. Member, Maryland Legislative Council, 1953. Member, Maryland House of Delegates, Anne Arundel County, 1949-1954. Member, U.S. House of Representatives, 5th District, 1955-1965. Delegate, Democratic National Convention, 1956 and 1960.
