Biography:

Born in Washington, D.C., March 9, 1923.  Attended Washington, D.C. and Rockville public schools; University of Maryland; Cornell University, B.S. (horticulture), 1948; George Washington University, M.A. (public administration), 1958. Married; five children.  Died June 7, 2007, in Washington, D.C.

General Assembly:
Member, House of Delegates, 1953-58.  Member of Senate, 1963-68.

Private Career and Other Public Service:
Served in U.S. Army Medical Corps, 1943-46.  Former Chair, Montgomery County Republican State Central Committee; Delegate, Republican State Convention, 1952. Republican State Central Committee, 1958.  Member, U.S. House of Representatives, 8th Congressional District, 1967-1977.  Delegate, Republican National Convention, 1968.  Congressional observer, U.N. Conference on Human Environment, Stockholm, 1972.  Director of the Library of Congress' Congressional Research Service, 1977-1985.  Member and former Chair, Consultative Committee of Experts, International Centre for Parliamentary Documentation, Inter-Parliamentary Union, Geneva.  Landscape nurseryman; Past President, Maryland Nurserymen's Association. Former Member, Board of Directors, Rockville Rotary Club; Montgomery Heart and T.B. Association.  Member, Middle Atlantic Naturalist Society.  Member, Board of Trustees, Maryland Association for Retarded Children.
