Biography:

Born in Mount Vernon, Maryland, June 6, 1920.  Attended Washington Academy High School; University of Maryland, B.S., 1947; University of Maryland School of Law, LL.B., 1952, J.D., 1969.  Admitted to the Maryland Bar, 1952.  Married Betty Wilson in 1957; one daughter.  Died August 24, 2014, in Mount Vernon, Maryland.  Buried at Asbury United Methodist Church Cemetery, Mount Vernon, Maryland.

General Assembly:
House of Delegates, Somerset County, 1951-58.  Chair, Agriculture Committee, 1951-55; Judiciary Committee, 1955-58.  Member, Legislative Council, 1955-58.

Private Career and Other Public Service:
Served in U.S. Navy, Naval Aviation, South Pacific, 1941-46; achieved the rank of ensign.  Partner, law firm of Simpkins & Simpkins in Princess Anne.  Attorney to the town of Princess Anne.  Attorney to the County Liquor Board.  Executive assistant to the governor, 1958-61.  Maryland secretary of state, 1961-67.  Judge, District Court of Maryland, 1971-75.  Judge, Somerset County Circuit Court, 1st Judicial Circuit, 1975-90.  Member, Lions; Elks; Masons; VFW.; American Legion.
