[(f) Not more than $555,000 to provide grants for the modernization
and restoration of privately-owned septic systems, provided that
this appropriation for the Septic System Modernization and
Restoration capital program shall not be expended until the
budget committees review a report provided by the Department of
the Environment that (1) identifies other State programs providing
septic system assistance and funding to homeowners, including the
Department of Environment's Innovative and Alternative Septic
System program and the Department of Housing and Community
Development's Indoor Plumbing Loan program; (2) describes each
septic system program, including purpose, statutory authorization,
eligible types of housing, eligible applicants, loan or grant terms,
eligible improvements, current and prior federal and State current
fund balances, and review criteria used by each department to
decide which applicants receive funding; (3) explains how the
various septic system programs are coordinated to form a
comprehensive State septic system improvement program that
prevents duplication of septic system assistance; (4) provides
information, if available, on income levels of past beneficiaries of
each septic system program, including information on the number
