determined; amending Chapter 542 of the Acts of 1988, the General Construction
Loan of 1988, as amended by Chapter 471 of the Acts of 1991, the Maryland
Consolidated Capital Bond Loan of 1991, to require the Maryland Environmental
Service to assume responsibility for and to control the procurement of engineering,
architectural, and all other related services and supplies for capital improvements to
certain State-owned water and wastewater systems for which State funds are
appropriated; amending Chapter 98 of the Acts of 1989, the General Construction
Loan of 1989, to permit funds remaining in the appropriation for development
under Phase II of the Garrison Forest Cemetery to be used for construction and
development under Phase II-B of the Garrison Forest Cemetery; amending
Chapter 98 of the Acts of the General Assembly of 1989, the General Construction
Loan of 1989, to authorize the crediting of unused appropriations for completed
capital projects to the Construction Contingency Fund; amending Chapter 98 of the
Acts of 1989, the General Construction Loan of 1989, as amended by Chapter 421 of
the Acts of 1990, the Maryland Consolidated Capital Bond Loan of 1990, to permit
a portion of the appropriation for the design and construction of modifications to
the slopes of Chinquapin Run at Morgan State University to be used for the
alterations and addition to the Science Complex, Phase II, at Morgan State
University; amending Chapter 421 of the Acts of 1990, the Maryland Consolidated
Capital Bond Loan of 1990, to extend the time on the availability of funds to be
credited" to the Citizens for a Maryland Monument in Gettysburg; amending
Chapter 421 of the Acts of 1990, the Maryland Consolidated Capital Bond Loan of
1990, to permit funds remaining in the appropriation for the design and
construction of the Phase III Residential Housing Unit at the Charlotte Hall
Veterans Home to be used for the equipping of the Residential Housing Unit and
for the renovation of the Academic Building at the Home; amending Chapter 421 of.
the Acts of 1990, the Maryland Consolidated Capital Bond Loan of 1990, striking
language restricting funds for the demolition of the South Wing of the Maryland
Penitentiary; amending Chapter 421 of the Acts of 1990, the Maryland Consolidated
Capital Bond Loan of 1990, to permit funds remaining in the appropriation to
design and prepare plans and specifications to construct a Public Safety Center to
be used to construct the Center; amending Chapter 421 of the Acts of 1990, the
Maryland Consolidated Capital Bond Loan of 1990, to permit funds remaining in
the appropriation for the construction of a new facility for the Maryland State
Library for the Blind and Physically Handicapped to be used for the purchase of
equipment for the Library; amending Chapter 421 of the Acts of 1990, the Maryland
Consolidated Capital Bond Loan of 1990, to clarify the type of research facility for
which plans and specifications will be prepared and to prohibit termination of the
authorization before a certain date; amending Chapter 421 of the Acts of 1990, the
Maryland Consolidated Capital Bond Loan of 1990, to permit funds remaining in
the appropriation to construct the New Academic Building at St. Mary's College of
Maryland to be used for the construction of Phase I of the Health Sciences Facility;
amending Chapter 421 of the Acts of 1990, the Maryland Consolidated Capital
Bond Loan of 1990, to permit funds appropriated to the Chesapeake Bay Water
Quality Project Fund to provide grants for the modernization and restoration of
privately owned septic systems to be used to provide grants and loans for the
Supplemental Assistance Program; amending Chapter 421 of the Acts of 1990, the
